Bracket 2 decks avoid Game Changers, two-card infinite combos, mass land denial, and chained extra turns. A deck with up to three Game Changers or a two-card infinite combo belongs at Bracket 3 or higher under the official rules. Speed matters too: two decks with similar cards can land in different brackets because one threatens to win earlier.
